dynamic taxes

Hi I need to solve this problem: I’m developing a website that sell food and drink (alcoholic ) in Italy and Europe and due to laws alcoholic have extra taxes that will change by country.
I have a category alcoholic and sub category that has extra taxes different for each countries
The store is located in italy so I make a sample

if I’m an italian consumer that buy some alcoholic product in italy and this products are shipped in italy no extra taxes is applied.

If I’m an italian consumer but I ship to Poland for example extra taxes will be applied, if I ship to Uk extra taxes will be applied that are the same of Poland

If I’m a Poland customer that buy and ship to Poland extra taxes are added.
if I’m a wholesale Poland customer and buy and ship to Poland no extra taxes are applied.

So taxes changes by user role and by shipping country how can I solve this?
