dynamic caching issue with woocommerce

I think that plugin is not working properly
first of all the cache ttl in dev tools for static and dynamic content is not as it should be in the plugin seetings.
save response headers is on

when user that is not logged in adds something to his cart it does not add a trailing slash to his link, so the cart messes up when he goes between pages.

I also think that the fallback cache is always initiated, so it seems something is wrong with my setup?
