Dutch decimal separator breaks exchange rate

Hi Oscar,

I like your plugin very much! In the Netherlands our decimal separator is an , instead of .
After saving the exchange rate the first time. The number is changed to 0,70 and I can’t save it again. I get the message ‘Exchange rate must be nonzero.’ I fixed it to change de , to a dot. Can you fix the exchange rate field so it is always a dot?

Change on line 292 in class-wc-settings-price-based-country.php:
wc_format_localized_price to wc_format_decimal
