Duplicate url

Hi,

When i am using a scraper like screaming frog all pages seems duplicated like this

https://www.websitename.nl/tag/tagname

https://www.websitename.nl/tag/tagname/”https://www.websitename/privacypolicy/”

In the cookiebar is a link to the privacypolicy.

Google does not index this duplicate url on the moment.

Is this normal? Do I have to change anything?
