Duplicate order plugin conflick

A customer named “Tom Soenen” place an order on September 29, 2018 and received an order confirmation email and order number #37952.
That same day, one of our customer service reps went into the backend of WooCommerce and created a manual order, and after completion, when you look at the order number, it is 37952. We would not have seen the previously completed order and known the order number was already used. Especially since the woocommerce assigns order numbers.
Customer called in yesterday and said he never received his order. We tried to located his order number, #37952, and found an order. The order we found was the for the manually created order. Same product, different people, different place etc. We cannot find any trace of the customer, or order, of the first one that was completed online
Another issue
We have a plugin that allows you to duplicate an order and when it does, it creates a replica of the order with a new order id and puts the order on hold status. When you look at all your orders, you can see this newly created order that has a sequential order number. However, when you edit that order and look at order notes (right column) there’s a note that shows the order ID this order was duplicated from and it is NOT the order number you see for that order that was duplicated to create this new order.Waiting for answer
