Duplicate Check Method for logged-in users and non-logged-in users

Under Settings / Duplicate Check Method
the descriptions says
“Choose a method to prevent ratings for the same post multiple times. This only applies for anonymous users.”I assume “anonymous users” means people who are either non-members / guests or members who are not logged-in.
If that assumption is correct, I experiment and rate both when logged-in and not logged-in, this duplication check restriction occurred in both occasions. So what was wrong?
And if my assumption is correct, that also means guests (non-members) can also rate. So can we make non-members unable to rate?
One last thing: I can’t find the shortcode for listing Rating Results in alphabetical order on a page?
