I’m in the process of figuring out how to make a multi-lingual for a client.

    Portuguese & English for Admin
The client is a non-English speaker, being located in Brazil and speaks only Portuguese. He will need to work in the WordPress Admin in Portuguese but I will also need occasionally access the Admin section in English.

Portuguese & English for the Public
The majority of the visitors to the website will be Portuguese speakers but the site must also be available in English as well.

The client speaks very little English and would therefore be writing the content and blog posts in Portuguese and requiring automatic translation into English.

    Testing Translation Plugins
I have spent many hours investigating the main translation plugins (QTranslate, Global Translator, PolyLang, etc) but all have their own bugs and none seem appropriate for this situation.

QTralsate was considered the best free plugin but is no longer working in the latest versions of WordPress. Q Translate Pro is a quick fix and seem less than ideal in terms of a lasting solution. MQ Translate is another attempt to fill the Q Translate void and am not sure if this is ideal either. Global Translator hasn’t been updated for over 2 years. I’m still undecided about PolyLang.

    Poedit
I have looked at creating .po and .mo files using Poedit but after acquiring the Poedit program found that I can not create the Portuguese files as I don’t have the language skills, that is, I don’t know any Portuguese.

From what I could tell, this will change the public facing navigation buttons, categories, tags etc, but is not able to be made switchable between Portuguese and English.

In any case, without Portuguese language skills I am not able to create these files.

    WP Native Dashboard
This plugin enables the switching of Admin to different languages and could be just what I need for the Admin side of things but it seems I will also need a translation plugin for the Public facing content of the website.

    WPML
This seems to be the most professional approach. But before handing over hundreds of dollars to purchase this plugin I need to know that it is appropriate for my situation and will fulfil all the requirements, as described above.

I would appreciate any help to move forward with finding the best solution for my situation.

    Thank you.
