Dropdown menu: How do I create a menu trigger that isn’t a link?

When creating dropdown menus, I have always used a custom link with a url of “#” to create a trigger that will activate the sub items.

Is there a way to create that trigger without making it a link? My client would like to eliminate the cursor change that happens when mousing over a link because these actually aren’t links.
