Drop Down Menus in 2010 Theme

Is it possible to have the top entry on a drop down menu “non active”? By that I mean when you hover over it, nothing happens.

I’d like to have the top entry of my drop down menus non active but all the entries that do drop down “active”. Not sure if that’s possible.
