Drag & Drop, how does it work now?

I don’t understand how exactly I can drag&drop blocks in the new update. I read something about “pressing up key and holding” but it doesn’t work,
What exactly should I do to drag & drop blocks now?

It has been changed in the update, you will need to click and hold on either the up or down arrow then drag to where you want to place it.
