Drag and Drop Not working

CF7 V5.1.1 and CF7 Skins V2.0.2 — I have these on a website that are working fine. I’ve installed them on a new website and the drag and drop does not work. When I try to drag no area in the outline turns red to allow me to drop. It will no allow a drop to move an item either. I’ve been removing plugins to see if I can find a conflict, but have not been able to get it to work.
