Drag and drop is not working

Hello, i am currently using 3.7.1 version of wordpress. I wanted to get drop-down function for my website, but seems it’s not working with this version.
Once I go to Menus and try to drag category on the other, see what’s happens (picture below)

It’s the same problem with firefox, safari, opera and chrome.

Same thing with Widget options also, cannot drag the widget to sidebars and so on. Any suggestions how to fix that?
