Draft Web Sites

Hello,

First let me say that I am very new to this. I would like to create a full draft website.
Once it is working and everything looks good then publish it all at once. Would this be the tool to use, copy/backup the draft website, all plugins, addons, pages, extensions, activation keys, everything. Then restore it to the new final published location?
