Draft -> Published – No email being sent

Hi,

Under Settings -> Moderation, I have the below settings

New Listing status = Pending

Listing status after edit = Draft

Under Settings -> Email, I have ENABLED Listing is approved/published

When Admin changes a Listing’s status from Pending to Published, an email is sent to the customer – As expected

When Admin changes a Listing’s status from Draft to Published, NO email is sent to the customer

Please guide / fix.
