Downloads vs active installs gap

We released our plugin for Google Analytical and Moz two weeks ago and see a trickle of installs but a big gap to active users. We are not sure if it’s a value issue or the set-up instructions or something else.

Would appreciate install/review/feedback from fellow devs.
