Downloading large files delay

We have a requirement in our business to upload large files 700mb for example.
Everything works except when users click the download link the save as dialogue box (in all browsers) takes ages to appear (over 5 minutes in some instances)
A small file say around 10mb is instant.
Has anyone else run in to this? if so did you fix it and what steps did you take?
To me it looks like there is some kind of scan going on on the file? We are running WordPress in IIS / Server 2008 R2.
