Downloadable link with custom access

Hello forum! I would like to thank you for the time you will take to read this post in advance.

I have recently developed a website that will allow my university students (I am a university instructor) to upload a file and have one of our colleagues edit the document and re-upload it for them to download (at a cost).

My question is this: what is the best way to provide custom user accessibility to such a download link that is strictly visible to that user account? I have already set-up a registration form with wordpress account management being the back-end itself.
