Download Redirect to a Post

Hi, I have plugins like Redirection and GoCodes but both seems doest work with my plan. I have a link https://www.site.com/download/file.exe which when click will download the file and at the same time open a browser or post that contains the description.

I did this on the plugins setup but to no avail.
