Download link missing from order receipt

WooCommerce version: 3.0.7

I have set up a test product as “Virtual” and “Downloadable”. PDF has been uploaded and URL added to the product settings. Order receipts are received but no download link is present. I have verified that the SQL table prefix is ‘wp_’, disabled all plugins and reverted to Twenty Seventeen theme, no change.
