Download file after submit contact form 7

Hallo,
My users can upload a file on my CF7 module.

How can I download it after they submit it?
The mail-tag I am using [file-upload] just give me the name of the file.

I did find some solutions on the internet which require to add code on my function.php file.
Is there no simpler way?
