Download Abilities

Can you tell me is either the free or pro version has the capabilities to create a form where individuals would opt-in to the email and once they have, they are able to access a free download ?
And if so, where would this be located at within the dashboard, I apologize for the question, but Im under a bit of pressure from someone who decided this morning she needs this ability before she speaks at a conference on Thursday
