Downgrade subscription Issue

Using PayPal Pro forms, when we downgrade a subscription, I notice in paypal it cancels the higher membership first and then re-charges the initial charge to the lower package. This seems to be an error?
Should it not charge the member again, since the member already paid for the higher package and only save the downgrade changes for recurring charge for when the actual higher subscription (EOT) that they were subscribed to actually ends/expires.
Is this because our Paypal account is standard and not upgraded to pro yet? Any help is appreciated.
