    Whenever a visitor subscribes through the widget (form) or via the blog comment option, the subscription becomes immediately active. The subscriber doesn’t receive any confirmation email. We enabled double opt-in in Subscribers Configuration.

    Please check under Newsletters > Configuration > General > Subscribers > Subscription Behaviour if “Require Activation?” is turned on? Then also check under Newsletters > Mailing List/s if the list is not set to single opt-in?

    Thanks for the reply! I enabled double opt-in for the mailing list and it works now. You might want to add a note to Configuration > Subscribers that the mailing list setting overwrites the setting here.
