Double escape on Outlook 365 link for category subscriptions

When a specific category is selected (e.g. /events/category/[category-name]), attempting to subscribe to the calendar via Outlook 365 results in a double-escaped URL, which Outlook does not like.
This is the original URL being generated. You can see it is double escaped:
