If you’re still seeing this issue, can you ensure that you’ve entered in all the relevant API credentials (or connected your account) in the WooCommerce payment PayPal Checkout settings? (WooCommerce > Settings > Payments > PayPal Checkout)

FWIW, this page shows that PayPal Checkout is the best option for India: https://woocommerce.com/product-category/woocommerce-extensions/payment-gateways/?gateway_country=india
