Dont want to remove Frontier Option from admin bar

Hi, i use wp multisites on bettingtip.info
i want to remove Frontier Option from admin bar do dont allow user to change there settings. i check options to hide this in adminimize but when i register new account and make blog from another mail just to test, it appears again?please help me?
