Please change NONE to noindex
Everything in the plugin is according to Robots Exclusion Standard specs.
I realize you do SEO for a living, but please review Google’s Specs for the Robots Exclusion Standard:

You are free to override anything in the plugin by adding X-Robots-Tags via server config.
Regarding the link you provided, we see 22 results. 22, out of almost 200,000 sites using it. That seems to be working quite well.
If you actually go and click on those links, none of them have the /data/index.php
file any more, so the /data/index.php
file can’t actually be the source of that issue.
Are those your sites? Please do not submit support issues that you are not personally experiencing. If one of your sites, or one of your client sites was one of those listed, then you are welcome to submit a support request.
