Don’t auto open the block settings menu panel upon block click

Is it possible to alter the default editor behavior, which opens the block settings menu panel on the editor right sidebar when you add a new block or click one of the existing? I’d like the sidebar block settings menu not to open when above actions occur, but only when I first click the block and then click the Block menu on the sidebar? Another words I’d like the Document menu on the sidebar to stay always open, until I select a block and then click the Block menu.
