don't allow order to be paid for until approved by admin

Hi

I’m building a web site for a client https://godfather.rgbdesignuk.com/

he would like to be able to not allow orders to be paid for until he has approved them basically there a take away but there products are more bespoke shall we say so they want to make sure they have the ingredients for a order before they send the customer a email for them to pay via.
is there any way for doing some thing like this
