don't add the charge to paypal payment

When I add 5% or 5 € to pay by paypal, in the shopping cart itself that appears extra charge, but pay by paypal, this fee does not appear.
I’m using the latest updates of wordpress (3.9.1) and WooCommerce (2.1.11)
