Domain Name Issues – Subdirectory

Okay I have two issues that I should know the answer to.

1. The client now wants the subdirectory to be the primary website, not a subdomain (i.e. https://www.sample.com/TEST). But wherever I already have code for relative URLs (i.e. /subscribe), it links back to https://www.sample.com/subscribe rather than https://www.sample.com/TEST/subscribe. How do I prevent this?
2. I cannot remember how to make the subdirectory not case sensitive. Right now, only https://www.sample.com/TEST works but https://www.sample.com/test does not.

I know these are pretty basic questions, I just haven’t encountered them in a while.
