Domain name change

I changed the domain name for testing to see if I could change it to a different domain name before. When I wanted to return to the same domain name again, a fee was requested. I have now closed the site I changed, this service is stuck, I don’t know what to do. There is no paypal in my country as payment. I previously asked my relative abroad. No one can help with the plugin
