Doesn’t work with UTC timezones

The last update (2.1.6) broke scheduling and expiring posts. It would also hang when I try to update a post – the Update button stays greyed out.
Reviewing my error.log I found ASP only works if the timezone (General -> Settings) is set to a city, but not an explicit UTC offset. Would be good if ASP supports all timezone settings.
