Doesn’t work

I tried to get a popup to activate whenever someone clicked on the product listing page of my website. So, I checked on the WP terms popup box but, interestingly, even though I had already created the terms and conditions page while in the settings section of your extension, it asked me to create my “first” terms page. So, I returned to the settings, clicked on show all terms pages, and sure enough, the page I had created was still there. Nonetheless, I clicked on the option that allowed me to create my “first” terms page, and created a second one. After doing this, the little choice box appeared for the first time, and I selected the newest terms page as my popup.
In spite of doing all of the above, when I navigate to the page in Firefox, while not logged into my website as a developer, no popup appears. Currently, most of the pages of my website are still in development and although they are “published”, as WordPress defines the term, they are marked “private” publication. I don’t think this matters, but just to see, I deliberately republished the page on which the popup should appear, to “public”. It was to no avail. The popup still does not activate.
I am using WordPress 5.3.2
