    tried to backup it writes

    ERROR:
    Your Timezone is currently set to: UTC+4
    Please Choose A Timezone like ‘Chicago’ on the Settings Page

    Have you tried doing what the error message says and setting the timezone?
    You can find the time zone setting on the General WordPress Settings page.(WP-Admin->Settings->General)

    Why it has this restriction? If I change the timezone of my blog, then all the scheduled posts will be published in wrong times for local viewers.

    You do not have to change the actual time zone, only change the way which it is specified. Rather than having the timezone offset specified, ex: “UTC +6”, you should use the actual timezone name, ex: “America/Chicago”. The reason for this is that a Named Timezone is more specific than a Timezone Offset.
