Doesn't show up in dashboard at all

I installed and activated the plugin but nothing shows up under Appearance or Settings.
I’m running PHP version 5.3.10 and MySQL version 5.1.52. The site theme is LivingOS UPSILON 2.5.
Any idea what’s up?
