Doesn’t seem to work on multisite

I have 2 sites setup in localhose, same theme and plugins only difference is one is setup with multisite. WC Cancel Plugin works ok in the non multisite, but in multisite it doesn’t, no button in my account page, no WC Cancel under Woo Commerce in the wp left side menu. And in plugins page beside Activate , there is no link to Settings | Get Pro Version where there is on the site that plugin works ok. Lastly i pasted into the adjusted the url to /wp-admin/admin.php?page=wc-settings&tab=wc_cancel_settings and it redirects to wp-admin/admin.php?page=wc-settings.
