Doesn't seem to be working at all

Trying to use it vanilla, just replace the category or move a post to draft mode. According to debug some operation is run, but there is no change observed on the post itself – not changed to draft or no change in category. Would love to use this, please help!
Using WP 4.3.1 with Multisite, plugin is network enabled.
