Doesn’t scroll With WP Menu & Anchor on Same Page

I set the anchor at the bottom of the home page to the contact form. When on the home page and you click Contact in the menu or the “Contact Us” button it jumps down to the bottom. The scroll only works when the user clicks the menu button, Contact, from another page.
