Doesn't lock down entire site

It’s a great plugin, and using ‘is user logged in’ you can block almost anything, however users can register and without going through payment process and being approved, post spam comments. Normally I use disable comments to block all comments on the entire site, however I’d like WP-Member approved members to be able to post comments. This would filter out 100% of spam as they’d have to pay first, however, they are able to register and then somehow can post comments. For example category listings are not blocked by wp-members. Is anyone aware of a fix to this or there is some method that does *Not* have to do with the template that can lock down the entire site? Site is https://globalintelhub.com
