Doesn't contains any mandatory required files inside the root

You need configured the files inside the .zip because I noticed that you dont have inside the main folder any .php files which is mandatory to create the plugin. The video-blogster.lite.php is moved on trunk folder but it should be appear in parent folder. After I moved it to the right placem, i tried to donwload the plugin again and it was successful.

That’s true, the plugin settings menu item is appears below the tools menu, but when i clicked on it, it didnt show me nothing, no settings, just a blank page. Until the plugin doesnt work, I cant give you a positive review.
