Does this work with multisite?

Do you have to be a superadmin to use this plugin with a multisite instance?

My organization uses a multisite instance, and it looks like the plugin only works for superadmins and not admins. We have a Time Clock installed on a site, and its admin cann see Settings and Plugin in the Dashboard sidebar but not Activity and Users.
