    I am thinking of a way to stop backend plugins from purging cache when updated. Does this plugin work in the backend or frontend?

    This plugin works in the backend, you can’t access it from the front end

    I actually saw the plugin loading tweet-old-post/tweet-old-post.php on the front end when using the code provided here. How’s that?

    Hi, this is the base plugin file that WordPress loads to then determine which other files to load in the plugin and when.

    Regarding your initial post, its always a good idea that cache is cleared when plugins are updated. Whether on the frontend or backend. You never know when a plugin updates to include changes that would take effect on the front end as well. This is why most caching plugins give you the option to clear cache when plugins are updated.
