Does the Plugin transmit the sitemap.xls to Google, Bing etc?

I am evaluating the Google XML Plugin. Does Google XML Sitemap – Plugin transmit the Sitemap.xls automatically to google, Bing etc.?? ….or do I have to do this manually every time I change something on my website?
