Does Simple Email Subscriber require subscribers to be WordPress Users?

Just looking at Simple Email Subscriber and trying to understand how it works to see if it fulfills our requirements.
Do the email subscribers need to be WordPress users first before they can subscribe to the email list or can anyone just add their email to the list?
