• The description of the plugin says, “Move a menu item to a different submenu,” but this is a lie. It does not work. I was able to do it on the Pro demo, so I know it’s not a problem with my browser. It’s just false advertising.

    That sounds like you might have run into a bug. Even in the free version, you should be able to move a submenu item to a different submenu by dragging it onto a top-level menu. For example, it should be possible to drag the “Posts -> Add New” item to “Dashboard”.

    Alternatively, you should be able to use the “cut” and “paste” toolbar buttons instead of drag & drop. If that also doesn’t work, it’s definitely a bug of some kind.
