Does not deactivate properly using WP Super Cache

Even though I have turned off the status of this plugin, the construction page still remained. I have just deactivated and deleted the plugin, but the construction page still appears minus the image. How do I deactivate this and get my website running again? I tried deactivating my cache plug WP Super Cache with no luck. Still get the construction screen.

Help is greatly appreciated.
