Yes and no…In terms of WPBakery core elements most elements already only load JS if its needed, for example if you don’t have Tabs added on the page Tab js isn’t loaded whether the element itself is disabled or not. In terms of CSS, WPBakery combines and compresses all the plugin CSS so it’s not possible to remove specific element CSS.
In terms of the Total elements, I only load JS if needed as well so Javascript isn’t added to the page anyway unless an element that requires that javascript is added to the page. And in terms of CSS, most of the theme element CSS is done via the CSS framework – https://total.wpexplorer.com/css-framework/ – very small amount of CSS is loaded to target specific elements and it’s also combined and compressed in a very small vcex-shortcodes.css file (22kb uncompressed, 4.7kb gzipped).
