Does BNFW support scheduled notifications based on postmeta dates + 2

Hello,

I was hoping you could help me understand if and how BNFW could (including with your paid plugins), help me achieve these use cases:
1) Send an automated email to a group of recipients based on two conditions: User Role + User Meta “X” is “abc”
2) Send this email on a schedule triggered on the Post Publication Date – 3 Days before Publishing Date and Time.

As a separate use case:
1) Customise notification email content with a grid of blog posts published in the last X days.
2) Customise notification email content based on recipient user meta fields, such as if recipient user meta field “Survey 1 completed” is FALSE, show “Block 1” in email, otherwise do not show “Block 1” in email.

Also, is there a way to programmatically trigger a series of notifications, and a way to programmatically generate email content?
