    Apparently it’s an issue with the MySQL (database) plugin for PHP on IIS (under Windows). From a quick skim over the bug report above, it just seems to slow things down by about 5-6 seconds, but I wouldn’t really know for certain. It’s not a WordPress specific error though. Complain to your hosting provider.

    were you able to fix your issues? I am having the exact same issues as you and although it is nice to know that it may very well be a MySQL plug in issue, it still does not offer me a solution to my problems. I am seeing this issue pop up all the time and most recently when attempting to set up a poll. In the case of setting up a poll, it simply does not allow me to get past this error code.
